This is actually most likely to be 20642949. I don't have references here to
give solid asnwers to the rest of your questions but I'm sure the other
jeepers on the list will beat me to it anyway. 20 was the prefix for all
"command reconnisance" vehicles and all of the jeeps in Army service had
registration numbers beginning with 20. Your's did too.
