Thanks for mentioning Olive-Drab in your message. I, too, hope your story
ends happily!

I had an M-151A2 registered in New York a number of years ago. I started
with no title so I first got a title in Alabama using a service which does
that.

My A2 was built by Ford so I had the title papers made up as a Ford with
pick-up truck body style. I used the number on the data plate as the VIN.

When I went to register it, the DMV computer did not like the VIN number
since it did not fall into a series for their pick-up trucks of that year.
I explained to the clerk that it was a special series built for the military
and she accepted that.

The only inspection required was for lights and brakes and there as no
hassle about that.

Is it possible for you to restart the process and leave the "M151" part out
of your papers? That might help you. Other suggestions about going to a
small town office etc. might be useful too.

By the way, it sounds doubtful that the "Department of Army requests that no
M151, M151A1 or M151A2 vehicles be registered for use on Washington State
highways owing to safety problems." There is no national prohibition, so
why would Washington State be singled out? Maybe someone got a little ahead
of the facts in writing that. If you want to take the trouble, you might
persue exactly where that statement came from, perhaps by talking to your
state representative for help.
