[MV] GPW Serial number questions

Just cleaned off the frame on my friends GPW tonight (just as we got
back from the Helen show) as well as the data plates and found the
following numbers:

Frame GPW (arrow) 13812*

Data plate 93812 dod 1-22-43

Is it possible that the 1st digit on the frame number was just not
stamped well and is really a 9? all the other digits on the frame are
very clear. Do either of these numbers match up to the dod?

So far in removing the rust, dirt, and trash we have found that the
left front fender is F script, and the front cross member has a very
obvious F right in the center. is this normal for this seriel number
range? The data plate is the style with FORD script on the top, when
were these discontinued?

To top it all off we found a script rear seat in great condition
under all the trash in the rear!( and no he won't sell it, I've
already tried!)
