When I spent my time in the sandbox I heard an interesting story; it may =
be just that but it was kind of interesting. I heard that a unit, either =
Army or Air Force went to recover one that crashed out in the desert. =
When they got there, they found scrap metal mixed in with the wreckage. =
Presumably it was used as ballast to control the distance that it would =
travel vs. using the highly inaccurate guidance system. For example, =
point it in the right direction, Riyadh for instance. You know that it =
will travel 190 miles with the warhead and for each 50 pounds of extra =
weight, you can reduce the distance traveled by 10 miles. I am just =
pulling these numbers out. At any rate, you know where you are vs. where =
you want the missile to go, which were fairly large areas. The calcs are =
pretty straight forward and the room for error was fairlly large. The =
intent wasn't to really do damage, but to let you know that they could =
reach out and touch you. It was probably propaganda to make them look =
pretty inferior and let us feel a little better, being in the line of fire =
and all. Just my two cents

Just for the record, a Scud is not an intercontinential ballistic
missle. It is a theater weapon and and not a very accurate one at that!
