The SCUD transporter is made by MAZ, not by GAZ!

AZ means "automobilni savod" =3D vehicle factory.
(The Z is spoken like a soft S!)

So all Russian vehicle plants are ending with "AZ":

GAZ, VAZ, UAZ, KRAZ, MAZ...

The first letter comes from the town, where the factory is located.

GAZ =3D Gorki automobilni savod etc.
