Sean. I hate to say this, but it sounds like the cam has seen better days
as far as the fuel pump lobe, or perhaps the cam has walked forward or
back.. It's been a long time since I had a jeep engine apart to remember
how the can is held in, but I have seen retainer plates give up. You might
try an electric pump and see what happens. You didn't mention it, but I
hope you changed oil in the crankcase. Also make sure the pump arm is
riding on the cam and not missing the cam lobe. since it will run on
prime, sounds like it isn't pumping. I've also seen bad rebuilt pumps

I have a problem with the fuel pump on my M38A1. It started with me
finding a crankcase with a lot of gas in it (California additives ate the
rubber in the pump). I was still able to start it, to move it around the
yard, out of the way. I went out a couple of days ago to start it again
and it wouldn't. I replaced the pump and the new one wouldn't pump either.
I checked the throw on the arm and the dimensions and they were the same (
I went with a NAPA aftermarket). As a last resort, I put my finger in
where the arm goes and manually turned the engine to see if I had movement
on the lobe. It appeared that it would come up a little bit, and maybe
fall back before coming all the way up. But it wasn't an obvious egg-type
shape. It didn't feel like it had a lot of wear on it or a groove from the
old pump. Should I feel an obvious up and down of about the same magnitude
as the throw of the pump arm? How is the lobe connected in with everything
else? Off the cam I imagine, but then why does the engine start if I prime
the carb, if the cam chain or ? is bad? Eventhough the pump is a
differential type, I primed it with fuel to see if that would help, and it
didn't. Any help would be greatly appreciated. I imagine that I will have
to drop the pan and take a look up there, but would like to have some
advise as to what I am looking for before I take it appart.
