[MV] M38 stencils

I just towed my new (?) M38 from Seattle to San Francisco and am in
the process of trying to decipher it.

Under a coat of horrible red paint, I uncovered the remains of some
stencilled numbers painted over the OD in white.

Can anyone decipher these letters and tell me what they mean? It was
really hard to sand down just one layer, so some of the characters are
hard to read, but I think they are as follows:

On the Left Rear Bumperette: "HQ"
On the Right Rear Bumperette: "MO-NG-204P"
On the Left front bumper: "PO 9"
On the Right front bumper: "5A1589"

This last one is the hardest one, because the "A" looks a lot more
like an upside down "Y", and the digit after the 8 is either an "8",
"9", "B" or maybe "R"

The hood has an enourmous star on it, but there's no circle around it.
Should there be one? I've tried to find some numbers on the side of
the hood, but it looks like they were sanded off before the red was
applied. Is there any way to find out what number should be there?
There's also a LOT of characters next to the gas tank fill neck. Way
more than the standard overfill precaution. These are small and hard
to read, so it's slow going. Any help out there?

I seem to remember on this list a book or manual that explains
markings and how they should be applied. Can anyone tell me where to
get such a book?
