It does need some resistance while rewinding, or you just end up
with an unsightly bunch of wire, which might cause the wire to
stick or bind when winching. I just hook up my jeep to the wire and
let the winch reel it in. It also helps having a second person
with heavy leather gloves direct the cable so that it layers nicely.

You need a good preservative oil for the cable. Used engine oil
is not a good idea, as it may contain contaminations that may
corrode the wire. WD-40 or similar thin oil evaporates fast, and
leaves no long term protection.
