In my state NH (USA) anything over 3000# MUST have brakes. As I recall the 1.5
ton M series trailer has air/hyraulic brakes.
That is also why I got my law passed allowing 'antique trailers' to eb
registered as my WW2 water buffalo has a GVW of 3495# and no service brakes.
