If this is a more modern Stromberg these are often misunderstood. Like the SU
it is a constant vacuum carb where the gas flow raises the carb piston and
needle by vacuum thus maintaining the depression at the jet head in the venturii
constant from idle upwards. The SU uses an accurately machined piston in a
chamber whilst the Stromberg has a very delicate, neoprene, piston diaphragm,
and these do fail.

Both the Stromberg and SU (except some pre-war) use an oil filled damper to
control/slow the rate of piston lift and therefore over richen the mixture on
sudden throttle demand to act like an accelerator pump. In either, the obvious
top cap should be removed which will have the damper piston attached and the
hollow bore of the throttle piston filled with engine oil.

It maybe that you have a totally different Stromberg instrument for the US
market of course !
