This is also true, and is actually the way the mule operators manual says
to deal with the problem; "open the throttle full, no choke, and pull the
starter 9-10 times". This only works if the engine is not already really
soaked.

Another thing to consider is the carburator overflow pipe that goes from
the carburator to the tank. If this pipe gets partially clogged (or
kinked),
it will restrict the return flow. This will act in the same way as a too
high
float level in the carb.
