[MV] Past and Present MVAP Elections

I was looking at an article on rebuilding MB/GPW steering in the May/June
1998 Mil Veh Magazine (#67) when I noticed an article by Dennis Spence
entitled" Italian Vote Influences MVPA Election". I reread the article and
found it interesting (in light of the recent discussions on MVPA elections).

THE PAST:
The article discusses the election results of 1988. There were 6
candidates. 560 US members voted (8% of the US membership) and 392 Italian
members voted (about 50% of the Italian membership). Only 12% of the
overall MVPA membership voted. The US vote was distributed over the 6
candidates, but the Italian vote was distributed over only 4 candidates.
Because of this "block voting" the 4 candidates who received the Italian
support had about twice as many votes as the 2 who received no (well,
actually 1) Italian votes. This "block voting" sparked controversy-the
Italians had been allowed to print and distribute the Italian language
ballots which were sent to an Italian CPA firm who counted the ballots and
reported the total to MVPA. Candidates Gilmore and Headley contested the
voting procedures and the validity of the ballots cast by Italian members;
however the newly elected and re-elected Board members were officially
installed anyway.

RELEVANT TO THE PRESENT:

The following quotes the 1998 article:
"Director Garrick Smith (Maryland) spearheaded an unsuccessful
effort to reduce or eliminate the number of Directors who are not elected
by the membership. Currently, there are four voting members who are not
elected; only six votes make a quorum. Unelected members include Jerry
Cleveland (editor of Supply Line), Reg Hodgson (editor of Army Motors),
John Bennett (former president), and Louis Moore (treasurer).
Smith stressed that the "democratic process" is being circumvented
when one third of the board is not elected by the membership but can vote.
Smith's proposal was defeated in a vote by the Board."

SO...GARRICK SMITH IS UP FOR RE-ELECTION....CAST YOUR VOTES WISELY!

The current controversy over the candidates on the 1999 ballot stems from
the 1988 election.....the results of which were determined by the 50%
participation of the Italian members and the 8% participation of the US
members (albeit there was something funny with the way the Italian votes
were distributed!). (BUT 92% of US members did save themselves $0.32
postage!)

SO....SPENT $0.33!.....GARRICK SMITH IS UP FOR RE-ELECTION....CAST YOUR
VOTES WISELY!

At a time when collecting MV's in the USA is being impacted by actions of
our Federal Government we will need to be activists....together! Activists
as Mr. Smith tried to be...and is still trying to be. United We Stand,
Divided....you know the rest.
