The EAA has the numbers because they are actually doing something to
perpetuate the hobby! Everyone who builds or owns experimental and
antique aircraft wants to be a member. Through their pro-active efforts
they are guiding the regulations rather than reacting (or doing nothing)
to "fix" bad regulations- which is a far more difficult prospect.
