[MV] Buying a diesel

I've been looking at a turbo diesel M35.

It seems to have a little trouble idling, even when warm.

If you blip the throttle it gets unsettled and then stalls. Is this
indicative of a major problem or is it something simple?

There seems to be a leak at the rear of the transfer case but it's odd
because the parking brake drum is damp on the inside of the drum rather
than the outside like I'd expect if a seal was shot. Any ideas what
this could be?

What's the best way to test the operation of the cold weather starting
kit? This truck has one but it fired right up with out using it so I'm
not sure how to check to see if it is working (it will be important in
another month or so.

The truck needs a new windshield (frame rusted on the bottom, this is
common) and it also needs a wiper motor, blade and arm. Any Idea how
much this will set me back? I'd like to get the rig inspected so I can
drive it and these will need to be done to pass inspection.

Anything else I should be particularly cautious of?

Thanks for the continuing help (perhaps in another year or so I'll be
able to offer advice back in payment for all I've received).
