It's been a while since I worked on a GPS program but if I recall correctly
there are two GPS signals. When the govt. units don't receive or can't decode
the government signal they fall back on the civilian signal (and accuracy).

Operation shouldn't be a problem. I am surprised that the Govt allowed one to
slip thru channels and get into civilian hands being that it could be
technically considered encryption equipment and would be subject to demil
procedures.
