Its all politics, clicks, big companies, payoff's, and it goes on and
on.

Here in Southern California where the big double load gravel trucks run
on freeways at speeds up to 75 MPH empty (SAFETY, huh ??). The vacuum
sucks the loose gravel out into the air and down on all the vehicles
traveling behind them.
So you end up replacing your windshield and wondering where all the
nicks on your vehicle came from.
You don't hear anything from the insurance companies, the cities, or
people who yell about safety complaining about speed and loose gravel.
Just think of all those pitted windshields, must be thousands in a years
time.
However they will tell us that our military vehicles need to be kept
off the roads, they aren't safe and can't be insured.
       All you need is dollars........$$$$$$$$$
