I would really agree with this. The spring shouldn't allow it to turn in any event short of keeping the trailer (with a lot of weight) from flipping over off-road. The parts are still very much available to replace the worn out peices that you may have.

Perhaps your spring has lost it's tension. It it isn't holding the correct
tension, it should be replaced with a new one. I would suggest that rather
than simply adding more washers. Another possibility is that the shaft and
the casting are excessively worn having likely not been lubed in recent
history. Again, too much wear and the faces don't match up and there isn't
enough friction to keep the lunette from turning.

I'd sure check things out before simply adding more washers. Cure the
problem rather than simply treating the symptoms.
