The short answers are:

* Go to http://www.arrl.org/ and click on "Learn About Amateur Radio"

* You can get on the air on all ham bands above 50 MHz after passing a
  35-question written test, with NO Morse code requirement. Minimal
  proficiency with Morse code is required for higher license classes.

off-topic for this list... email me off the list if you want a copy.

One thing I forgot to mention in my longer response: If you're not too
technically savvy, find someone who is to help you get your green
radios operating properly... It's not too hard to get the license, but
you're still responsible for making sure any converted equipment that
you use is up to the required specs.
