I would be very suspect about the legality of it being titled and licensed,
you really should check into that.

The official word in Wisconsin is #1) it is NOT licensable as a road vehicle
and this no title will be issued. This has little to do with air bags but
more like bumpers, windshield, etc., And #2) it does not meet the
requirements for an ATV. So....... it's a tractor, put an SMV triangle on
the back, limit yourself to under 25mph (which is no problem) and you can
drive anywhere, no plates, not title, but you will want to get it listed
under your homeowners insurance (are something similar) for liability, I
have mine listed under my business policy.
