Radio telephone, what is it?

Got some radio questions for our ham folks:

Can anyone explain what a radio telephone is and how it is different from
say a walkie-talkie or a cell phone?

Also, can these little AC converters, that change a 120V AC to a 12V DC
work as a charger to charge NICAD batteries of the same voltage?

The reason I am asking is I accidently bought a radio telephone in a box of
mil surplus stuff. It's an ICOM, looks like it's almost new. Battery has a
plug in on the side that seems to fit the end of one of the converters I was
asking about. Thought I might try to charge it up, if it would be safe or
not ruin the battery... so that's why I am asking. ( I have a 12V converter
and the battery on the radio phone is 13V, figured close enough.)
