As Anthony said, it was a means of recognizing all of the coalition forces.

More specifically, if you look at British Vehicles in the WWII period
from when the US came in on, you start to see White Stars on British
Trucks, AVFs and such as a quick recognition symbol. Earlier on, the
brits used roundels that were only slightly different from what the
french used. A Blue ring around white ring around a red Center for
the British vs a Red Ring around a white ring around a blue center
for the French forces (iirc).

Its a question of easy to recognize symbols that won't get confused.
The Black Chevron pointing up is indicative of Gulf War Coalition
forces (US, British, French, Saudi, Kuwaiti, etc). If you look at
IFOR vehicles, they have a similar chevron pointing forwards as a
recognition symbol.

Another recognition symbol to indicate the coalition of friendly
forces? Or it could be Opfor symbology left over from exercises.
