They are meant for the public AFAIK.
These days, you have to agree to whatever they ( Gov, Biz, Streetwalkers )
say before being allowed in.
Whatever you do, avoid reading the terms of the agreements you find online
and elsewhere: they often absurd but some courts are upholding them no
matter what they say.
