First off, get some books on the subject and read
them. Then read them again. Then get tools as
follows:
Multi-meter
Circuit tester
Insulated tools for electrical work (Linesman
pliers, wire cutters, 2 flat heads and 1 phillips
drivers).

What kind of panel do you have? Breaker or fuse?
The quotes could be reasonable, however, it
sounds like you just need an uprated circuit to
20 amps. Not hard to do yourself (if you know
what you're doing) or get someone else to do for
a nominal amount of time.
