One of the big problems here in the US is that most vehicle licensing laws
seem to be written very loosely and they leave a lot of interpretation up
to the local branch of the BMV, Bureau of Motor Vehicles. So even though
the states laws are generally somewhat consistent, everyone seems to
interpret and enforce them differently.

I think some clerks would try to declare a red wagon as commercial vehicle.
