Good clean ground from frame to tank , good ground tank to sender ?
IF the sender unit is of resistive type then start at the sender ! Put a
multimeter set on Ohms across the terminal and earth , operate the float arm
and the resistance reading will rise and fall ! Good , now reconnect to the
wiring and repeat , connecting the multimeter to the other end , instead of
the gauge , meter set to volts , you should now get a reading that varies on
movement of the float arm ! IF not then check continuity of all your wiring
first ! IF the vehicle has a voltage stabiliser check that it is supplying
the right volts ! If all this checks out , then it all points to the gauge !

         Good Luck Noel
