Modern guns can be placed on the C&R FFL list as
the ATF see's fit and then industry prods them
into it. Antiques are not required to be
transferred through an FFL at all. These include
things like pre-1889ish rifles and I think modern
black powder muzzle loaders. A C&R FFL CAN
however dispose of things he buys. This was
discussed ad-nausium by a lot of C&R-FFLs.
