This might sound strange - but I'd suspect a form of vapor lock.
Especially if this is happening mostly in warm weather. If the engine
is running too hot - it can even boil the gas in the carb and or a
nearby fuel line. It acts like it is starved for gas - pedal to the
floor and not much happens - that is because it is passing vapor and not
  much more. Replacing the fuel pump may do the trick - or simply put a
temporary gauge of the fuel pump and make sure it is keeping 4-5 psi on
the carb. If the gas is boiling in the carb - then you may be missing a
carb to manifold insulator. (Done that before..)

Anyway it sounds like a fuel problem to me.
