Wow, that's ridiculous. In fact they should even post in their auctions
that obtaining a title without a SF-97 may be impossible in some states.

The last time I tried to obtain a title in Ohio for a boat I bought in
Kentucky without a title, the Ohio BMV told me to hire a lawyer, take it
to court and have the judge order the BMV to cut a title for the
vehicle. I ended up doing some detective work, tracked down the
previous owner and had to bribe them to obtain a replacement title for
the boat. That only cost me about $250 and 3 months which seemed pretty
cheap at the time considering the alternatives.

How GL gets away with this crap - double state taxation, improper and
illegal paperwork, and no customer service to speak of - is beyond me.
