Sounds to me like your needle and seat are the problem. Sediment or other
foriegn material keeps the needle from dropping and it can easily fill your
carb above the float level, but its difficult to diagnose over the Net. I
would give the carb a good cleaning, inside and out. Maybe a rebuild is in
order while you've got it pulled off. Kits only cost $25.00 or so and only
takes an afternoon. Good luck whatever the problem is.
