Sorry Glenn Everybody seems to think that is a rule IT IS NOT, paypal said
you HAVE to ship to the address on the transaction page whether it is
confirmed or not. But even then what I (and maybe the rest)am complaining
about is just the way Frank said it, not about the so-called rule. Below is
from Paypay Help Center. Wayne

     Can I ship to both Confirmed and Unconfirmed Addresses under the Seller
Protection Policy?

If the transaction is eligible, simply ship to the buyer's address displayed
on the Transaction Details page (whether it is Confirmed or
Unconfirmed).Yes, if the transaction is covered by the Seller Protection
Policy, it will be designated as "eligible" on the Transaction Details page.
