Yes I think you are right.
 
I found that the fuel pipe to the Carb had avery small leak, so that was replaced. Now the engine ticks over, but won't rev. I suspect (as you say) that the float is jamming or that the Carb is plugged up.
 
Next weekend I'll take the carb off, and clean it out with fresh petrol.(Incidentially the Fuel Filter was well and truly bunged up with dirt, so that may have found its way into the Carb, as wll).

If you have a strong and consistent spark, then I would look at the
carburetor. Just because you have fuel pressure does not mean that the
float is not stuck or there is junk in one of the orfices.

I'd do the starter fluid test; crank the engine and spray starter fluid
into the carb, if it fires and you can almost keep it running on starter
fluid, then the spark is probably ok and the carb is plugged up.
