I had a similar problem with my M38 Jeep.
It has a 24 volt starter that would grind on the flywheel when trying to
start. I pulled the 24 volt starter went to the rebuilders and they were
able to mach the drive gear and bolt pattern up.
I had to add a solenoid and tap off of the first Battery to get 12 volts
to the new starter.
Cost around $65 and two hours work.
