david, put a pressure gauge on the final filter to check the boost pump.
idle speed is about 35 psi so cranking would be a little less. i assume
you took the shut off cover off and made sure the rod from the govenor
was free and that the shaft going into the pump rotated freely. also
look to see that the gear that is exposed rotates.
if i were you i think i would change out the pump head. its very easy
and everything related to injection happens there.
