Jim,
The reason for the turbocharger is, of course, to generate boost. More boost
also makes it possible to burn more fuel, which in turn gives the engine
more torque and horse power.
If the turbo isn't producing any boost, you will end up with a lot of
unburned fuel in the exhaust (=black smoke).
Which engine do you have?
The engine should have anywhere from 5 to 25 psi of boost. How are you
measuring it?
Does your turbo have a wastegate? The wastegate is a spring loaded valve
designed to bypass the turbo when a certain boost has been obtained. This
protects the engine from excessive heat.
If so equipped, I would make sure that the wastegate is working properly.
Also, check the air intake filter, it takes a lot of air to feed these
engines. A clean filter/air passage is a must.

My experience is limited to my LD-465-1 engine with a newly installed turbo,
but I hope some of this helps.
